• UAE entry for most dogs and cats is as manifest cargo under IATA live-animal conditions (cabin into Dubai is not the default). Etihad cabin into Abu Dhabi is a published exception for eligible small pets — confirm current policy.
• ISO 11784/11785 microchip must match the health certificate; implant the chip before the rabies vaccination used for UAE import.
• When a rabies antibody titer (RNATT) is required, the blood sample must be taken within 90 days before travel and result ≥ 0.5 IU/ml — this is a pre-travel sample window, not a 90-day waiting period after the draw.
• Confirm on the official MOCCAE portal whether this origin is on the current rabies-controlled / exempt list before you skip a titer. We do not publish an unverified exempt-country list.
• Government-endorsed origin health certificate and parasite treatments must meet MOCCAE timing — verify current portal requirements before flight week.

How a Kuwait move actually works

Scenario: a terrier leaving a Salmiya apartment for Al Barsha, owner flying as a passenger the same morning. Week −10: corridor check — breed, weight, crate, and whether the MOCCAE portal currently requires a titer for this origin. If yes, schedule the draw so the sample stays within 90 days before travel and file the ≥0.5 IU/ml result. Week −6: Kuwaiti veterinary export papers plus the MOCCAE import-permit application, timed so the permit’s 90-day validity still covers the KWI cargo date. Do not open a PAAFR import file; that is the outbound twin. Week −3: confirm live-animal acceptance at Kuwait International. Seed carriers are Kuwait Airways (cabin-or-cargo), Emirates (cargo) and Jazeera (confirm). All unverified — confirm current policy, and do not treat a Jazeera human ticket as proof of a pet product. Week −1: parasite timing, crate ventilation for desert-apron heat, and a collection plan at DXB or DWC cargo rather than the passenger belt. Arrival is UAE veterinary release — the owner’s passenger walk through DXB does not collect a KWI-origin cargo consignment at the carousel.
